อิทธิพลของธรรมาภิบาล การมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียและภาพลักษณ์ที่ดีต่อ ความยั่งยืนขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอแม่เมาะ จังหวัดลำปาง

Abstract

           การวิจัยมีวัตถุประสงค์เพื่อศึกษาระดับความคิดเห็นของธรรมาภิบาล การมีส่วนร่วมของผู้มีส่วนได้ส่วนเสีย ภาพลักษณ์ที่ดี และความยั่งยืนขององค์กรปกครองส่วนท้องถิ่น ตลอดจนอิทธิพลของธรรมาภิบาล การมีส่วนร่วม ของผู้มีส่วน'โต้'ส่วนเสีย และภาพลักษณ์ที่ดีที่มีต่อความยั่งยืนขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอแม่เมาะ จังหวัดลำปาง กลุ่มตัวอย่างคือ คณะผู้บริหาร สมาชิกสภา พนักงาน ลูกจ้าง กลุ่ม อสม. กลุ่มเยาวชน กลุ่มผู้สูงอายุ จำนวน 260 คน เป็นการวิจัยเชิงสำรวจ เครื่องมือ คือ แบบสอบถาม โดยใช้สถิติพรรณนาหาค่าความถี่ ร้อยละ และ ส่วนเบี่ยงเบนมาตรฐาน สถิติอนุมานวิเคราะห์ความสัมพันธ์ของตัวแปรโดยสมการโครงสร้าง (SEM) ด้วยโปรแกรม PLS Graph
           ผลการวิจัยพบว่า ผู้ตอบแบบสอบถามมีความคิดเห็นทุกปัจจัยอยู่ในระดับมาก ผลการวิเคราะห์ความสัมพันธ์ ด้วยสมการโครงสร้างพบว่า ธรรมาภิบาลมีอิทธิพลทางตรงต่อการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียมากที่สุด รองลงมา คือ ธรรมาภิบาลมีอิทธิพลทางตรงต่อภาพลักษณ์ที่ดี และธรรมาภิบาลมีอิทธิพลทางอ้อมต่อความยั่งยืน

           The purpose of the research was to study the opinion level of good governance, stakeholder participation, good image, sustainability of Local Administration Organization and to study the effect of good governance, stakeholder participation and good image toward the sustainability of Local Administration Organization in Maemok district, Lampang province. The sampling group was 260 members of management team, parliament representatives, staff, employees, volunteer group, youth group, senior citizen group. It was the survey research with questionnaire as tool and applied descriptive statistics to find frequency, percentage, standard deviation and inferential statistics to analyze variable correlations with structural equation model of PLS graph technique.
           The outcomes of research revealed that respondents had opinions on all factors at high level with ranking from high to low as good image, sustainability of Local Administration Organization, good governance and stakeholder participation. The outcomes of correlation analysis with structural equation model revealed that good governance factor had direct effect toward the stakeholder participation at highest value and followed by good governance factor had direct effect toward good image factor. The good governance had indirect effect toward the sustainability of Local Administration Organization at highest value and followed by other subsequent factors.
