คุณธรรมของปรัชญาเศรษฐกิจพอเพียงกับการพัฒนากลุ่มธุรกิจชุมชนประจำ องค์การบริหารส่วนตำบล กรณีศึกษา จังหวัดเชียงใหม่

Abstract

           การวิจัยเรื่อง “คุณธรรมของปรัชญาเศรษฐกิจพอเพียงกับการพัฒนากลุ่มธุรกิจชุมซนประจำองค์การบริหาร ส่วนตำบล กรณีศึกษา จังหวัดเชียงใหม่” มีวัตถุประสงค์เพื่อศึกษาถึงประเภทและคุณลักษณะคุณธรรมของปรัชญา เศรษฐกิจพอเพียงที่เหมาะสมกับการนำไปประยุกต์ใช้ร่วมกันกับการบริหารจัดการของกลุ่มธุรกิจชุมชนประจำองค์การ บริหารส่วนตำบล (อบต.) จังหวัดเชียงใหม่ โดยใช้การวิจัยเชิงคุณภาพเป็นหลัก เทคนิคของการได้ข้อมูลอาศัยวิธีการ ประชุมเชิงปฏิบัติการเชิงกลุ่ม กับกลุ่มธุรกิจชุมชนจำนวน 25 อบต. ใน 25 อำเภอ ของจังหวัดเชียงใหม่ ด้วยวิธีวิเคราะห์ ที่เป็นระบบเพื่อให้ได้ข้อสรุปและนำผลที่ได้ไปทดลองใช้กับกลุ่มธุรกิจชุมชนต้นแบบ อันจะส่งผลต่อการพัฒนาการดำเนินงาน ของกลุ่มธุรกิจชุมชนได้อย่างยั่งยืน
           ผลการวิจัยพบว่ากลุ่มธุรกิจชุมชนประจำ อบต. ควรมีหลักคุณธรรมในการดำเนินกิจการกลุ่มนอกเหนือจาก การมุ่งแสวงหากำไรเป็นที่ตั้ง หนึ่งในคุณธรรมที่ควรจะส่งเสริมให้กับกลุ่มธุรกิจชุมชนที่เหมาะสมในยุคปัจจุบัน คือ คุณธรรม ตามปรัชญาของเศรษฐกิจพอเพียง เป็นภูมิคุ้มกันในการดำเนินงานจนเกิดความยั่งยืนของธุรกิจได้ วิจัยสามารถระบุ ประเภทและคุณลักษณะของคุณธรรมในปรัชญาของเศรษฐกิจพอเพียงที่เหมาะสมสำหรับนำไปประยุกต์ใช้สำหรับ การบริหารจัดการกลุ่มธุรกิจชุมชนของ อบต.ได้5 ประเภทได้แก่ 1) ความซื่อสัตย์สุจริต 2)ความไม่โลภจนเกินไป 3) ความอดทน 4) ความขยันหมั่นเพียร และ 5) ความเอื้อเพื่อเผื่อแผ่ ลักษณะของคุณธรรมเหล่านี้จะแสดงออกมา โดยการกระทำทางกาย วาจาและจิตใจของสมาชิกกลุ่มธุรกิจชุมชนทั้งตัวของผู้นำกลุ่มและสมาชิกของกลุ่มทุกคน การนำเอาคุณธรรมเหล่านี้ไปประยุกต์ใช้กับการบริหารจัดการองค์กรของกลุ่มธุรกิจชุมชนประจำ อบต. ในจังหวัดเชียงใหม่ จำนวน 5 ประเภทธุรกิจชุมชน ได้แก่ ธุรกิจชุมชนประเภทสินค้าเกษตร ธุรกิจชุมชนแปรรูปอาหาร ธุรกิจชุมชนประเภท งานหัตถอุตสาหกรรม ธุรกิจชุมชนประเภทผ้า และธุรกิจชุมชนด้านบริการท่องเที่ยว ก่อให้เกิดแนวทางการดำเนินธุรกิจ ที่เหมาะสมกับแนวทางธุรกิจชุมชนแต่ละประเภทนั้น ๆ ตามสภาพบริบทของกลุ่มธุรกิจชุมชนทั้ง 5 ประเภท อันเป็น อีกแนวทางหนึ่งที่จะทำให้ธุรกิจชุมชนประจำ อบต. สามารถดำเนินงานได้อย่างยั่งยืน

           This purpose of the research was aimed to study the suitable types and characteristic of morality of sufficiency economy philosophy and the development of community business in order to apply in the management of community business of Chiang Mai sub-district administrative organization. The research method is the qualitative research and the data was collected by the participatory action meeting with 25 groups of community business of Chiang Mai sub-district administrative organization in 25 districts of Chiang Mai and systematically analyzed in order to get conclusion and to be able to sustainable apply outcomes among prototype sub-district administrative organization groups.
           The outcomes of research revealed that sub-district administrative organization group ought to have sufficiency economy morality in addition to profit generating objective. One of the moralities which ought to promote among current sub-district administrative organization group was sufficiency economy philosophy as the protection for sustainable business operation. The research was able to classify to 5 types and characteristics of suitable morality in sufficiency economy to apply in the management of community business of Chiang Mai sub district administrative organization, i.e. 1) honesty; 2) lack of greed; 3) patience; 4) diligence and 5) generosity. All of these morals would be able to express through physical, verbal and mental of both group leaders and members. These 5 applied morals in the management of the 5 prototypes of the community business groups consisting of agricultural business, processed food, handicraft industry, garment and tourism community business groups of community business of Chiang Mai sub district administrative organization. This created guideline was to adjust and apply to all of these 5 moralities with business and make the sustainable sufficiency for development of community business.
