การบริหารจัดการที่มีผลต่อประสิทธิผลของเทศบาลตำบลในเขตภาคกลางของประเทศไทย

บทคัดย่อ

            การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบริหารจัดการของเทศบาลตำบลในเขตภาคกลางของประเทศไทย 2) เพื่อศึกษาปัจจัยด้านการบริหารจัดการที่มีผลต่อประสิทธิผลของเทศบาลตำบลในเขตภาคกลางของประเทศไทย ประชากรในการวิจัย คือ เทศบาลตำบลที่ตั้งอยู่ในพื้นที่ของกลุ่มจังหวัดภาคกลาง ตามการแบ่งกลุ่มจังหวัดของสำนักบริหารยุทธศาสตร์ กระทรวงมหาดไทย จำนวน 424 แห่ง ตัวแทนของประชากรแบ่งเป็น 2 ฝ่าย คือ 1) ฝ่ายการเมือง และ 2) ฝ่ายข้าราชการประจำ กลุ่มตัวอย่างจำนวน 340 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม โดยผ่านการตรวจสอบความแม่นตรงของผู้ทรงคุณวุฒิ มีค่าเท่ากับ 1.00 และมีค่าความเชื่อมั่นโดยรวมเท่ากับ .9849 การวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และอันดับค่าเฉลี่ย สถิติสหสัมพันธ์ และสถิติอนุมานวิเคราะห์โดยเทคนิคการถดถอยเชิงพหุคูณ

            ผลการวิจัยพบว่า

            การบริหารจัดการในภาพรวม พบว่า มีระดับการปฏิบัติมาก เมื่อพิจารณาเป็นรายด้านตามลำดับค่าเฉลี่ยจากมากไปหาน้อย อันดับแรก คือ สมรรถนะ/ความสามารถทางการบริหาร รองลงมา คือ ภาวะผู้นำ กลยุทธ์องค์การ วัฒนธรรมองค์การ ทรัพยากรการบริหาร บุคลากร/ทรัพยากรมนุษย์ การมีส่วนร่วม และค่าเฉลี่ยน้อยที่สุด คือ โครงสร้างองค์การ

            ปัจจัยสำคัญที่สามารถอธิบายประสิทธิผลการบริหารจัดการเทศบาลตำบลในเขตภาคกลางของประเทศไทย ประกอบด้วย ทรัพยากรการบริหาร วัฒนธรรมองค์การ การมีส่วนร่วม และสมรรถนะ/ความสามารถทางการบริหาร

Abstract

            The purposes of this research were 1) to study the level of the management of Sub-District Municipalities in the Central Region of Thailand, and 2) to study the factors influence the effectiveness management of 424 Sub-District Municipalities in Central Region of Thailand, according to the division of the province Office of Strategy Management of Ministry of Interior. Representatives of the population are divided into 2 parts that are 1) political and 2) senior official. The sample group is 340 people. The research instrument in this study was questionnaire. The instrument used in this study was a questionnaire, the researchers have created through examining the validity of luminaries was 1.00 and with a confidence equal .984. Data were analyzed by using descriptive statistics such as frequency, percentage, mean and standard deviation, and the average statistical correlation statistical multiple regression and statistics path analysis.

            The research findings revealed that.

            Management in overview found, there is a very practical level. When considered each aspect, the average from the most to the least is the administrative capabilities, leadership, organization strategies, organizational culture, administrative resources, human resources, participation and the lowest is the organization structure.

            Important factors that could explain the effectiveness management of sub-district municipalities in central region of Thailand consist of participation, organizational culture, administrative capabilities, and administrative resources. The effects of adaptive management model that affect the effectiveness of sub-district municipalities in central region of Thailand consist of administrative resources, organizational culture, participation and administrative capabilities.
